Here is what we believe needs to happen in order for this new model of ship recycling to become the standard approach. Shipowners must be held responsible for the end of the lives of their vessels. Ideally the same owner would own the vessel—and respon­sibility for its impacts—throughout its entire life, including its disassembly. This is challenging for many reasons. One issue has to do with the state of maritime legislation. The industry needs legislation that governs the practices for ship recycling that apply to the entire value chain (from new building to downstream waste management) of a vessel. This legislation has to be as “waterproof” as possible, taking into consideration the challenges of the global shipping industry with flag issues. (Any owner can register its vessel in any flag state in the world for which those rules will apply.) It is also crucial that this legislation ensure fair competition in the market.
